Yes, it should be 8.

Someone else already spotted that error.

As for the "0 to 7", the intent of that set of examples is to describe the basic
unit of an array. In this case, y is array of 6 elements, where each element is
"an eight-bit-wide vector wire indexed from 0 to 7".

The set of examples is unclear, and I have already submitted a correction to 1364.
