Since the rest of the language is not language-independent, I don't see the
point of a language-independent attribute format.
Another nice thing about attributes as defined is that they are "attached"
to specific language constructs. Comments can appear anywhere, and it's
easy to misplace a pragma comment so that it applies to the wrong construct.
