Para. 1 is bad English. It says "two pragmas to instruct ... to ignore ... code
enclosed by translate_off/translate_on pragmas." It sounds like the first
pragmas are different from the second ones.
Change to:
"to include the translate_off/translate_on pragmas to instruct ... enclosed by
these pragmas."
