I think there was one more option:
3) Leave 1364.1 attributes as-is, except remove the requirement of
the "synthesis" attribute... either allow it to make designers
feel more comfortable, or remove it entirely. Let's make the first
land grab for standard attribute names (since adding the synthesis
attribute will not create the intended domains as we expected).
