[sv-ec] Questions about the current EC email vote

Sorry to nitpick, but there are a couple of things I didn't follow:

a) Mantis 2575, ballot comment #55:
Seems like there may be a copy/paste error here.  According
to my copy of the spreadsheet, comment #55 is:
    Is a class parameter implicitly "public" and "static"?
That clearly IS related to 2575, whereas the annotation
in Mehdi's email looks wrong to me.

b) Mantis 1486, ballot comment #190:
Did we really settle for "no change required"?  I attached
a proposal to Mantis, and I don't recall discussing it
at Monday's meeting.  I'm fine with "no change" if everyone
else is happy with that....
