Obviously that wasn't the intent. The wildcard bins should be "expanded" -- meaning x and z substituted by 0's and 1's -- prior to applying these rules. I tried to use similar language to 19.5.3. There is another issue in these rules, which is that mention of the "open_range_list" seems to restrict the rules to coverpoint state bins, not transition bins.
