Why are we voting again on 2055?

We voted on it on October 26, based on its October 20 proposal. There is 
no newer proposal than that. So this merely repeats a vote identical to 
one we have taken before -- in which the measure was defeated and a bug 
note added after some discussion at the next meeting.

Recall that Stu added this bug note:

Since there is no newer proposal, I will only repeat my previous objections.
