Absolutely. But a confusing set of specs does not make a good implementation.
Also, it is a question who does what. Usually the two are different people.

	It's a question of priorities, opportunity cost, return on
investment, and resource constraints.


	Personally, I plan to invest my workdays in helping take tools,
flows, and methodologies to the next level.  Our users demonstrate an
intense results orientation and demand the same from us.  I can't tell
them, "Sorry, we'd love to support that optimization in the next
release, but we'll be merging the LRMs instead."
