An expression can be used for supplying a value to a module input port. A blank port connection shall represent the situation where the port is not to be connected." I don't see any text saying that the last commas can be left off. In fact, the example preceding 12.2, "// ff3(.q(out3),.clear(in1),,,); is illegal", implies that you can't end an ordered port connection list with a comma, but I don't see normative text saying that, nor do I see it implied from the BNF.
