Right, so you are saying that <foo> can only be used for the
headers named by the standard, and/or bundled with the compiler.
This is not how <foo> vs. "foo" works in practice in the "C" world;
but third party libraries are far more common in the "C" world,
so it may not matter. Splitting hairs?
