The LRM is purposely vague to accommodate different implementations.
It's not so easy to determine that parameterization will not have an
effect on a statement at compile time. In addition, some code becomes
unreachable because of parameterization and generates. Users typically
want that code treated the same as conditional code that is conditioned
out.
