Matt,

Here is my feedback regarding what I think needs to be done
in addition the the items Neil noted.

1) Name resolution issues.

2) Glitch behavior for unique/priority (AC related)
    I didn't notice an explicit BC mantis item for this.
    It would be nice to resolve 1711 at the same time.

3) 1850 (bind issue) should be finalized since "bind" is
    problematic enough without any chance of confusion on this

4) 1610 (Scoping of unnamed sequential blocks)

5) 1602 (can inout task/func formals have defaults)
    1600 is related (can you skip an output without a default)

6) 1429 (enums in expressions)

7) 1348 (labels and implicit block scopes)

8) 1360 (assignments to disjoint bit selects from different always_comb)
    This needs to be tied in and related to the static prefix rules.
