I like the revised proposal!

The only remaining issue I see is that a class cannot actually be
declared in a begin-end block, but the proposal says --

       "contains a block item declaration such as a variable
declaration, type declaration, or class declaration"

A class can only be declared in a context where a task or function could
be declared.

I have updated the proposal for Mantis item 1741 to use "directly
contains" and "does not directly contain".

Can you accept the more limited version of Jonathan's example that
appears in that proposal?  It didn't seem to me that the VPI object
model was the place to put restrictions on what can appear in the HDL,
so I omitted the $display() calls.
