In case it wasn't clear, I do agree with Doug's main point.
While it may not be the addition of a command line switch,
a compliant tool does have to provide some mechanism to
treat all the files as one compilation unit.  So if macros
and other directives are defined not to cross compilation
unit boundaries, the user still has a way to get backward
compatibility with Verilog.
