Sort of like a vhdl configuration declaration which
overrides generic bindings of component instances?  The
difference in vhdl being that these generic rebindings are
restricted by location (they must be in a configuration
declaration) and number (there can't be more than one
rebinding of an instance).  Defparams have no such
restrictions, which is why they are troublesome.
