[sv-bc] Proposal for Mantis 687, 1364 keyword compatibility

I have uploaded a proposal in PDF format for Mantis item 687, which is to
add a form of the P1800 `begin_keywords/`end_keywords directive to the
P1364-2005 standard.  Please note the following about the proposal:

- The proposal makes changes to both the P1364 and the P1800 standard.  The
reason is that P1800 is an extension to P1364.  If these directives, with
the 1364 keyword list versions, are added to the P1364, then P1800 should
only cover the extensions to what is in P1364.

- Table numbers in the proposal are listed as "19.x".  That is intentional.
The "x" will be filled in with actual table numbers when the proposal is
implemented in FrameMaker.

- Since the entire text of the proposal is new text, I did not bother to
highlight what is new with blue text.

- There is a lot of discussion in other e-mail threads of modifying the
P1364-2005 keyword lists in regards to reserved words for configurations.
Any formal proposals on that issue will need to make changes to this
proposal, and to the reserved word list in P1800.

Finally, I see that Tom has made a note that this item has already been
approved, even though I had not yet completed my action item to write up the
formal proposal.  I don't know if that is a typo in the item notes, or if a
final ETF vote is still needed now that the change proposal has been
uploaded.  Since the proposal also affects P1800, I assume either the BC or
EC (probably the latter) also needs to approve the proposal before the
status can changed to approved.
