[sv-bc] Errata in SV 3.1a LRM Section H.3.3.1: Strike-through text not deleted

H.3.3.1 Neutral satisfaction

Fourth bullet under the paragraph "Neutral satisfaction of properties" has a
symbol that was struck through in a draft of the 3.1a LRM, but was not
deleted in the final edition.
