Dave Rich pointed out the sentence does not say that the initial, always...
blocks are in the packages. They could be in modules. So the sentence is fine.

In section 18.1, it is said that:
Variable declaration assignments within the package shall occur
before any initial, always, always_comb, always_latch or always_ff blocks
are started, in the same way as variables declared in a compilation unit or
module.
BUT the capability of having initial, always blocks in a package has been
removed.
This sentence should be removed.
