In section 18.1, it is said that:
Variable declaration assignments within the package shall occur
before any initial, always, always_comb, always_latch or always_ff blocks
are started, in the same way as variables declared in a compilation unit or
module.
BUT the capability of having initial, always blocks in a package has been
removed.
This sentence should be removed.
