Yes, that is exactly what I had in mind with that Mantis item (1706).
I agree with Steven that the "easy" fix I mention in 1706 is
likely not feasible in practice. But given that, it is not at
all clear what (if any) enforcement is reasonable nor what the
overall semantics of mixed systems would be. My guess is that
the LRM would end up just saying that the system is "erroneous"
and that the resulting behavior is unspecified.

No, our focus in that paper was on different issues (primarily
types and modports as compositional issues).
