The reason that 19-66 was closed and Dan suggested to move it over to the
SV-EC is that
the proposal to use parameters in $root is an enhancement, not a fix to an
issue in the current
behavior. The reason was that the constant declarations in $root are not
overrideable, and that is exactly the semantics of localparam. If
parameter was used as the keyword, it would appear that parameter
declarations in $root are overridable through defparam, or whatever. Note
that the localparams
are visible everywhere because of the nesting hierarchy of $root.
For everyone else, does this accurately capture everyone else's
understanding of the issue?
