So the answer to the question in the subject, I gather, is 'yes', there can be multiple match clauses in a single bins_selection. (Still no example of it.)
Regarding precedence, there was already a proposal like that on the table.

But there was discomfort expressed about it, for example, via the question in the subject. And there were doubts about the choice of precedence being proposed. How would you vote on the proposal I linked to?
The underlying ambiguity is between the overloaded meanings of &&, as in http://www.eda.org/svdb/view.php?id=117 , but it doesn't matter so much here where && and || are unlikely to be used as Boolean operators.
