[sv-ec] Proposals for various Manti

hi SV-EC,

I've uploaded new or revised proposals for the following:
2794 (queue method clarifications)
3028 (uniqueness constraints)

The 2794 proposal hopefully completes the small changes requested at SV_EC of
Aug 16th.

The 3028 document actually contains two competing proposals, roughly in line
with recent discussions on the reflector.

I hope we can discuss 3028 later today.
