However, it is not specified in that list.

Before the LRMs were merged, that list was in the Verilog LRM.  It would
only apply to Verilog constructs, not SV constructs.  The SV LRM did not
specify how disables affected any of the new constructs, so it was not
defined whether any SV constructs would also fall under that list.

But now that the LRMs are merged, a reader would assume that the list is
a full list for SV constructs as well.  It appears to say that no SV
constructs fall under that list, even though no decision was ever made
to that effect.
