I have added a Mantis item (http://www.eda-stds.org/svdb/view.php?id=2798) to address an inconsistency between pure-constraints and pure-methods. We briefly discussed this in today's meeting and there seems to be wide consensus that pure-extern methods declarations should be an error.

That's another aspect that I had originally missed, but I spotted
it second time around.  The proposal I attached to the earlier email
already takes account of that possibility, I think.
