- Functions shall be called before the constraints containing them are solved,

Is it clear that this is talking about functions in constraints, as opposed
to all functions in the design?  If not, perhaps the wording

- Functions in constraints shall be called before the constraint is solved,
  and their return values shall be treated as state variables.
