The LRM wording on constant functions is rather sloppy, and could be
misread as saying that these functions themselves have special behavior,
even when called at runtime.  In fact, they are just functions that
qualify for being called in constant expressions, and it is these
"constant function calls" that get special treatment.  The term
"constant function" is used to mean something like "a function that
qualifies for, and has been called with, a constant function call".
