With the changes in Mantis 1330, you can now declare a virtual interface of a particular modport type. You can assign a value to it from an interface or virtual interface with that same modport type. You can also assign a value to it from an interface or virtual interface with no modport. It isn't explicitly stated, but the reverse is not allowed. You cannot assign an interface or virtual interface with a modport to a virtual interface without a modport. A modport can be used to provide restricted access to an interface. If the recipient could assign the modport to an unrestricted virtual interface, then they could use that virtual interface to improperly bypass the restriction.
