RE: [sv-ec] 18.5.1: trans_range_list

I have no problems making the BNF change as an editorial change (no Mantis
item) as long as the EC chair also give a nod of approval.

Regarding changing the cross reference (which is just editorial) should it
be deleted, or is there a different cross reference that should be
substituted?
