John,

I don't thinks it is reasonable for the AC to set a deadline for the
other committees when the AC has an extra 2+ months in their schedule,
and debating this will use up the EC's time to meet their deadline.
Plus, I don't believe that 1648 is holding up any other work in the AC.

Setting a default disable at the module level is not something that can
be done in isolation. If the statement was something more like "default
disable property" then you'd have a better chance of keeping specific to
assertions and later opening up to other features that use disables. The
way it is now would not be backward compatible if "default disable" only
applied to assertions now, and later we wanted it to disable other
things.

There's just too many enhancements coming out of the AC for me to keep
track of, and unfortunately for the AC, this is one that I happened to
catch and will still likely object at the champions level until after
the EC has had a chance to study it.
