I agree with Shalom that his proposed rule is very simple in terms of describing where the extra counts go. As he says, our exchange was about how to efficently compute which bin a value belongs in. If users have a need to manually compute which bin a value belongs in (or which values a given bin includes), then they may be more likely to get it wrong with the proposed rule. I won't claim any knowledge of what users would actually prefer.
