[sv-ec] New proposals for 1707 and 1715

hi SV-EC,

I've uploaded revised proposals for 1707 (streaming
concatenation operator) and 1715 (clocking block name
to be useable as a read-only event).

Changes to 1707 are minor, and attempt to reflect
feedback from the last EC meeting.  There remain, 
though, the concerns that I raised when I posted 
the previous proposal; see

Note also that I believe the current proposals for 1707
also answer the concerns in 1526.

Changes to 1715 are more drastic, since the last meeting's
consensus was that not inly should clockings have a 
.triggered property, they should also be able to act
as first-class events so that they could be copied to
event handles, passed through ports and so on.

Please be aware that I'm neither a compiler writer nor
an expert on language design, so my naive efforts may
not necessarily hit the important issues.  Criticisms
and corrections welcomed.
