Dave,

 

I mean that it should be OK for the out-of-body constraint form

            constraint c;

to not have a definition.

 

The second form

            constraint c {};

*is* a definition, albeit an empty one, but a definition nonetheless.

Are you saying that its legal to have an out-of block definition for the
second form 'constraint c {}" as well as not having a out-of-block
definition for the first form 'constraint c;'
