Prodip,

This is actually a question for the sv-ec, which handles testbench
specific features.

I believe that the more consistent term should be 'static process',
which is defined in section 11.1 as the process started by an always or
an initial block. This is now mantis 1486.

A static object is declared the same as in C/C++. See section 6.6
