I am not sure which version of LRM you are looking at. Refer to the latest version of 3.1a. It is available on systemverilog.org. On Page 481 of this version, in the detailed grammar section, you will find,
block_event_expression :: =
block_event_expression or block_event_expression
| begin hierarchical_btf_identifier
| end hierarchical_btf_identifier
which means @@ is used to capture the event of entry/exit to/from a named block.
