Thank you for taking the time to vote. Thanks for the suggestions on both
Section 20.2 and 20.3.2. I have made the following change to 20.2:
 

Using inheritance to build layered constraint systems enables the
development of general-purpose models that can be constrained to perform
application-specific functions.

 
which I think accomplishes what you were suggesting. I have also made the
change you suggested in 20.3.2. Neither of these changes the semantic
content of the original changes.

20.2: Change "... allows users to develop general-purpose ..." to "...
allow the development of general-purpose ..."
In Section 20.3.2, I don't know if there is proper noun/verb construction:
"... random-cyclical variables requires ..." should be changed to "...
random-cyclical variables require ..."
 

Voting on these items will close at the end of the work day on Thursday 13
February 2003.
 
Same voting rules as last time with the exception that the voting period is
reduced as indicated in meeting on 10 March 2003.
