[sv-bc] Query related with attribute instance along with timeunits_declaration.

Hello,

I have query related with timeunits_declaration.According to IEEE LRM 
P1800.2005,section
16.2

non_port_program_item ::=
..
{ attribute_instance } timeunits_declaration

Means attribute instance can be specified along with timeunits_declaration.

According to BNF,nowhere attribute instance can be specified along with  
timeunits_declaration except
non port program item but most of standard tool fail for the following 
testcase.

program prog1();

(*a,b*)timeunit 1ns;
endprogram

So my query is this that does the testcase is valid or it's bug in BNF??.
