[sv-bc] Work is allowed to continue until June 15th

To all Technical Committees,

At the Working Group meeting this morning is was agreed to allow the
committees to continue working on ballot feedback until June 15th.

The IEEE requires that we provide feedback on all ballot comments. At this
point in time, I believe that all ballot comments have a mantis item
associated with them, except for those that fall into the Editor category.
The technical committees need to move all of these mantis items to the
resolved state by June 15th.


Summary of what the committees are allowed to do:

   - work on ballot feedback (only ballot feedback is allowed)
   - write and approve proposals
   - address feedback from the Champions
   - resolve mantis items
   - complete all work by June 15th


Below is information on using one of the pre-approved messages from the
Working Group.

     For these mantis items, the following mantis settings are appropriate:

            Status: resolved
        Resolution: open


     Response to issue whose scope is too ambitious for current draft:
       "The committee read and considered this feedback. the committee believes
        it is too broad for the scope of the draft to implement at this time
        but may be considered for future revisions."

     Response to issue whose scope is outside P1800:
       "The committee read and considered this feedback. The committee believes
        it is not in the scope of the P1800 PAR as it was defined & agreed upon
        by the P1800 WG"
