I don't have a copy of it either, but the first part of it was to note that in

"15) When a net_port_type contains a data_type, it shall only be legal to omit the explicit net_type when declaring an inout port,"

"inout" should be "input or inout".

My conclusion was that the footnote could and should be deleted entirely, as it is unnecessary.
