[sv-bc] All mantis items should show the Ballot ID

To all Technical Committees,

Please make sure that all mantis items being worked on clearly state which
ballot issue they are in response to. The Champions will need to have this
information to make sure that the changes are consistent with the ballot
feedback. Every ballot issue has an id associated with it. This ballot id
should be mentioned in each mantis item.

Using either the "Additional Information" or the "Description" section
of the Mantis item would both be good places to show this information.
