No on 2670.

   Reason:  The proposed wording has:
                 "The package import list of the module"
            That could be a bit misleading in that it could be
            read to imply that a provided import list is required
            to be the only one in the module.  I would prefer to see just:
                 "A package import list"

   Also, as a related note, a bit later in the text we have:

            The informal syntax of a non-ANSI style module header is:
                  module_name ( port_list ) ;
                         parameter_declaration_list
                         port_direction_and_size_declarations
                         port_type_declarations

   To be consistent with the above change, we should modify the
   above informal syntax to include the package import list.
