Yes, a looping construct directly nested inside a conditional construct
creates a separate scope.  The exception applies only to nested conditional
constructs, which are treated much like a single multi-way conditional
construct for this purpose.  And yes, the name for that block will be
generated as per the standard name generation scheme.
