[sv-bc] P1800 Technical Committee - working direction

To all P1800 Technical Committees,

All of the Technical Committees provided feedback on the Ballot issues that
were assigned to them. At the P1800 Working Group meeting last Thursday there
was a discussion on that feedback. The following was decided.

1. The Technical Committees should attempt to complete their work by May 14th.

    If there are some important issues that can't be completed by then, the
    committee can make a request for some additional time. Do note however
    that a request for additional time should only be made for issues that
    must be completed for this PAR. The TCs should not feel that it is
    necessary to complete everything, just because it showed up as ballot
    feedback.

2. The Working Group will meet again on May 7th to review the TC status.

    At that point in time the Working Group will decide if any TCs should be
    allowed to have some additional time to complete its work. There is no
    guarantee that an extension will be granted. The rest of the schedule is
    very tight and there is not a lot of slack in it.

3. The TCs should be working under the assumption that they will only have
    until May 14th to complete their work.

4. TC Chairs should move Mantis items to the Resolved state as soon as possible

    The Champions will need to review the resolutions for all of the ballot
    issues. We would like to start this work quickly so that they can also
    finish in a timely fashion.

5. A couple of "canned responses" were approved.

    It is anticipated that there will be some ballot feedback for which a
    TC will not want to take any action on. The following "canned responses"
    have been approved by the Working Group for this purpose.


Response to issue whose scope is too ambitious for current draft:
    "The committee read and considered this feedback. the committee believes it
     is too broad for the scope of the draft to implement at this time but may
     be considered for future revisions."

Response to issue whose scope is outside P1800:
    "The committee read and considered this feedback.   The committee believes
     it is not in the scope of the P1800 PAR as it was defined & agreed upon by
     the P1800 WG"
