The two declarations are unconnected, so to speak. That is, there is no
requirement or need for the two directions to be the same; they are
declaring different ports. Other rules, such as multiple variable
assignment restrictions may prevent certain combinations of directions.

Is it legal to declare an interface with a port with a direction and
then declare a modport with that port with a different direction?

 

E.g.,

modport m(output clk);
