Surya, The text you are quoting dates from before signed vectors were added to the language. The text should have been fixed when signed arithmetic was added, but was missed. There were other cases of this in the 2001 LRM that were fixed in the 2005 LRM. These cases were missed for 2005, and are being fixed in the next revision. The general rules for size and signedness in expressions should be applied here.
