It is very surprising to me that you have misunderstood this.
If you look at the examples in the approved 1809 text, it is very
clear that "point of reference" is the lexical point.  Otherwise
how can you possibly explain the discussion of the behavior of the
given examples?  They very clearly use the "point of reference"
in a line-by-line lexical manner.  I don't think there is any
room for adopting your interpretation given 1809.
