The editor said he will do it, as this is just propagating an approved
change to an additional place where it was forgotten.

	The proposal changes the BNF and text. 
	Only text in 6.20.1 is changed. 

	I have found additional text that needs to change. 

	6.20 says, 

	"Each parameter must be assigned a default value when declared.
The default value of a parameter of an instantiated module, interface or
program can be overridden in each instance of the block using one of the
following:"

	I think it needs to change to something like, 

	"Each parameter may be assigned a default value when declared.
The value of a parameter of an instantiated module, interface or program
can be overridden in each instance using one of the following:"
