RE: [sv-ac] FW: [sv-bc] BC review of 1769 - $elab_fatal et al

I raised an issue a while back in the sv-ac...

Do people think the elab_ prefix is required? Isn't the context of the
placement of the statement enough? We don't require elab_if elab_for
elab_case, elab_assert.
