This one looks to me as an oversight. As an LRM reader, I tend to rely
on the more general and more intuitive (to me) 6.19.5 header, which
doesn't restrict the methods to variables, than to this sentence
specific to next().

The LRM also says,

"The next() method returns the Nth next enumeration value (default is
the next one) starting from the current value of the given variable."

So it is a method of a variable.
