In SV 3.1, the BNF of initial_construct was changed from 
'initial statement' 
to 
'initial statement_or_null' 
Anyone know why? 
It causes asymmetry with always_construct which has only 'statement'. 

I think this has been discussed before...

An empty "initial" is not crazy, and could easily be created
by a parameterised macro in some situations.

An empty "always" is an infinite zero-time loop,
and must invariably be an error, so it makes sense
to forbid it.
